Does this require any cutting to the rear valance?

No cutting. You will need to drill holes though... 4 holes in spare tire well, 2 in trunk floor, and 2 in rear valance behind the bumper.

Can it be made to work with an early model?

Bump because I have one too and it seems fine. Haven't towed anything heavy but have moved a few trailers to re position at my residence no problem. Glws easy install.

It would work on an early model too, just would hang down a bit since it's shaped to clear the late model rear valance.
