I believe it's that little piece of plastic that blocks off the top of the grills. I have always heard that these were on euros and cars with no a/c.

I also have a brand new vented front grill for the lower front valance. I beleive it's for the oil cooler in 6cyl cars? But hell it looks cool and allows air flow. I ordered it from BAV but my valance is a tad twisted and wont fit properly.

To the best of my knowledge, the grill you're referring to (with the plastic that blocks the top) is simply a cheapened, aftermarket version of the genuine BMW kidney grill. I recently ordered a kidney grill from BMP Design and although the picture on the website didn't have that plastic blocking piece, the grill that was delivered to me did. BMP Customer service told me that the grill was re-designed for "structural integrity" -- but that doesn't explain why the brand new grill I ordered had black vertical slits that weren't even painted black all the way to the bottom of the grill.

Cheap and worthless in my opinion.
You may have got a cheapo aftermarket grill from BMP, but the one pictured here is a OEM production grill.
I have the same one on my car.
Shit you can even get them with NO openings at all, fully blocked off.
