This item is for BMW E30/E36 or simillar with swaped V8 engine (M60/M62 or simillar). This adapter decodes RPM signal from DME to be correctly shown on original 4 cylinder instrument cluster.
Connection is simple:
+12V
Ground
RPM signal in
RPM signal out.
All wires can be comfortably found next to DME or next to instrumental cluster (depending which is more comfortable for you).

Also this item is useful If You have done m60b40 swap and you don't have vehicle speed signal (therefore max RPM is around 5500). This can be used as vehicle speed emulator.
