How much do you think this would cost to be painted? and do you ahve the fog lights?

Don't have the foglights. What it costs to paint all depends on the level or prep work you want(and are willing to do yourself) and the quality you want. Others could probably better answer this question.

Are there any cracks or breaks?

There is a small crack(maybe 1 inch long) that wouldn't be visable when it was mounted on the car as it is on the very top and would be touching the bottom of the bumper.

There is also a small crack on the bottom(well right at the corner on the front of the car...right where the bottom meets the side) from the car being bottomed out at some point.

Structurally, it's fine.

It's not a concours winner, but it would clean up alright.
