It's pretty uncommon, but definitely rare if its not cut. I sold mine with lights for like 300 or 350. Also, the lines were not cut. I'm not sure how easy it is to bleed them (or from where) if you can reattach them or what fluid is used, I never had to try with mine. Other than that, it looks pretty complete, other than the lights themselves which the cylinders mount in the corner. I don't know why people cut the lines, thats not how you remove them from the car. There's a grommet, or should be, on the lines that plugs a small hole in a large firewall grommet that has a portion that needs to be punched out right above the pedals for everything to pass through, but that may have been left on the car it was removed from and the lines just pulled out :(.

It is complete, lines go from the back of the switch to the adjusters. 1 line is pulled out of the adjuster(metal end that clips in) and the other was cut as seen. But its all there.
