does the black one come with all the bolts too?

All the bolts are embeded as a part of the spoiler and they are in good shape so yes. They both have all the nuts

on the white one is the only issue the paint? basically, if i resprayed it, it would be perfect?

ok, so if you are throwing the "perfect" word around I'll have to add a disclaimer. It seems like it's in great shape to me with the exception of the spider web looking lines in the paint as shown in the pics. It is a 20 year old part and as far as i can tell it is in good condition.

If you are looking for the best possible one to paint then I'd suggest a trim black one I have that "had" no paint defects at all prior to being painted trim black (the less shiny one in the pic). It has the smoothest finish and was sanded, primed and painted. It is more $ though as i want to keep that one as a back up.
