Brought this back from Belgium a few months ago. It is fairly common way of towing cars there and doesn't seem to exist here.

The way it works is that it attaches to the rear towhook below the bumper to the front tow hook on the car that is getting towed.
A person still needs to be in the car being towed, but only to steer. the rest is done by the car in front. I've towed an 86 325i with my 318is about 10 miles like this on public roads with no problem.

As you can see from the pic mine is slighly bent. Not a big deal though.
