                      would these be plug-n-play, or are other parts needed for a swap/conversion into a US SPEC 1991 318ic?

                        Only thing needed is to swap the connectors over, not hard at all. There's a few write ups on here about it.

                          If 91 318is was nice enough he could splice on some male connectors and you could do a plug and play swap.
                          You would just have to wire up the city lights.
                          I just use my fog light switch and plugs to turn my city lights on and off.

                            I just soldered the wires together on mine. That's how I'd recommend doing it too if you have the stuff
