    Car with central locking should lock and unlock from any lock on the door. Even in "dead bolt feature" drivers side turns far right - then you can't open from passenger side nor the trunk. You can only work the trunk lock to open the trunk. Dead bolt feature was their version of cheap and early theft deterrent system. in dead bolt you can't open doors from inside either. Only way to get in is breaking a window. But that still doesn't let you open the door.

    To be honest, the fuel door was the least of my concerns trying to figure this bugger out. Actuator is easy to replace. Some small hands and arms certainly help if you have scissor window regulator. when you peel the panel and plastic away you'll see two small 8mm bolt heads about 2-3 inches apart above one another. remove those to free the actuator from door. one electrical plug in the bottom and then the top has a looped hook running through it which you remove. Then it's out.

    keep in mind a sticky door lock or one that needs rebuilding will also cause this problem.
