Ya, it's -still- not passing smog. 
Pretty much @ the end of doing everything possible/recommended (short of engine rebuild, & replacing cat)... It's down to either that, or the "other" way of, you know, 'passing' smog. (Yes, I know people. But I figured I'd make one last-ditch effort at being all legal & stuff.)
So: does anyone have a 50-state a.k.a. CA Legal (i.e., has -Legally- passed CA smog test in the last 3 years) catalytic converter, preferably for less than $200 or so?
If it's bolt-on, cool; if welding's needed, that's not a problem either. I am located in L.A., & can pick up within reason (50 miles or so?). Or pay for shipping, if we must.
