Technically, airbags are classified as explosives for shipping purposes. I think alot of people just stick them in a box and ship them without a second thought, but if you get caught doing this, it's a pretty hefty fine.
It's a major PITA to ship explosives, most shipping companies will only do this for established shippers (i.e.- companies who do alot of business with them), and there's lots of extra paperwork and added expense to do it.
