I don't know about the fully functioning part, i bought a non-running car with that cluster, gas gauge works and tach works though.

Plastic cover has a burn like that of a cigarette being held near it or something.

If you can't find anything, i'll sell you mine for $15 which should be a few bucks more than shipping. Should be fully functioning, but i can't promise, fuel gauge and tach are known working though.
