not yet going to bring it in to a shop to take a look and test some parts. is there a way i can test it when its off the car?

you can see if the brushes are worn below specs which is usually the cause of non-charging.
best to test in runnin car. simple multimeter tests at home may be eniugh.
autozone and others will test for free. in and out of the car.
