Looks to be what I circled as to where the fog lights would go. Not sure however on which ones and how to mount them. It should not be a huge deal to figure out though...

Your foglights hang off the bumper...

There IS a pattern on the backside that you can cut out to integrate some foglights, you can kindof see rectangular shapes...
