    new snap on torque wrench

          Well, it looks like it is chrome. That pic is definitely not worth a thousand words.

          Why is it and the box so dirty if only used once?

            Kinda looks like a military surplus tool! That would explain the dirty case!! Had quite a few of these that I got rid of during my time in aircraft maintenance.
