I have a very nice condition spare Hartge 16 x 7.5 wheel with a 225/45/16 sumitomo tire on it. Want $525 shipped for it though.

..you aren't looking hard enough apparently. Or you're being cheap.

We have bought 3 different Hartge sets of the past year, all in amazing shape: The single piece 4x100 16's, the 3 piece 5 lugs and even a really nice set of the Chinese 3 piece knockoffs.

Just because they don't list a price to ship to the US, doesn't mean they won't. Cash (or in many cases Money Transfers) talks. And that comes from a lot of Hartge/Alpina/M3 parts my buddy and I have culled from the German/UK eBay sites.
