Great question!

Here's the answer, straight from Steve Schlossman of Chapter Services:

CCA members can either add the E30 Chapter to their membership for $15.30/year (prorated) OR it can be their sole chapter. Members can select E30 as a new member or renewal. Mid-term they need to call the National office [to change primary chapters].
