The eye of the clevis has to be 130mm from the base of the booster. Cut the rod off your e30 booster about 1/8th of an inch below the threads (just enough to weld). Cut the appropriate amount off the e21 rod to give you the 130mm length mentioned above. You of course have some leeway here as the clevis is adjustable.
Taper the e21 and e30 rods on a grinder to maximize weld penetration.
As a previous poster said, just cover the booster hole with some aluminum tape, spot weld both sides of the rod (to prevent weld induced bending), wait till it cools and do the final weld.
