When looking into the icv should te part inside move freely?

Yes. If it doesn't you can try to clean it with parts wash. Shake it untill you hear it move. If not just get a new/used one.

Just because its free also doesn't mean its going to work. Check the resistance between the pins. 1-2 = 20 ohms: 2-3 = 20 ohms: 1-3 = 40 ohms. That's from memory.
