OK, so before the swap, ABS either worked, or at least had not turned on the ABS light.

I have one of the cars that used the late brain with the fusible link, rather than the fused relay. The link is intact, and I've tried swapping brains to no avail.

Any suggestions on what I should look for next?

No, but it's 2/89 production, so it's fairly close to the airbag car dates.
