no power at pin 7

I have an 88 with a s50 in it and after cranking it i cant get it to start. I dug around a bit and notice that i have no power to pin 7 of the c101 with the key in the on position, am i supposed to have power there with the key in position 2. And if so where do i look to next? (Main relay, and fuel pump relay have power.)

i do get 12v from pin 6 at c101 could i jump that for the time being just to see if i get spark and fuel or would that be a no no. I just dont wanna fry anything... pin 6 is fused as far as i can tell and 7 isnt.

Just went ahead and rigged up a fused wire from 12v block to the pin and actually heard buzzing from the engine for the first time:)(fuel pump, icv?) would check for spark but started spraying fuel out of injector 6 when i started cranking it and i didnt wanna start a bond fire, even though it is cold out.

Any idea why pin 7 doesnt have power though?

Was the engine running before or you in the middle of the swap.

mid swap, so im still sorting through random issues, as far as the pin problem at c101, i was given a harness adaptor and found out later after taking it apart it was wired for a late model car but after checking the etm pin 20 is ground on my car but on later cars its abs power...so essentially power and ground was tied together in pin 7 and 20 so i got this problem now. what got screwed what do i check???

still trying to track this problem down, where is the obc relay box, ive read that its in the glove box but i have it all apart and theres nothing in there but my dme
