    The drama continues.

    Now im dealing with a poorly responding throttle. I checked for vacuume leaks. Did a ghetto rigged smoke test and the intake portion is solid. The only thing i can think that it could be is the ICV. while the engine was idling, i pinched the hose coming from the intake elbow to the ICV. This made the engine idle at about 900 rpm instead of about 1100 RPM.( which is better right?) Also, with the ICV hose blocked, the throttle response was better. When revved It immediately floated back down to idle smoothly with no noises as heard in the video.

    The ICV buzzes normally on key on, and the ohm reading check out. I even went as far as initializing the valve by grounding pin 2, then giving pin 1 or pin3 +12, which made it swing one way or the other. I blew through the valve also to see how it reacted. when it was fully initiated using pin 1 or pin 3, air was still allowed through the valve. Is it supposed to be blocked off when initiated in 1 direction?

    Before i order a new ICV, does it seem to everyone that the ICV is the culprit?

      Changed the ICV. and it seems to have fixed it.
