e30 s52 No fuel injector pulse

Some background: Car is an '84 318, with a fully OBD1 swapped s52. My wiring is correct, I had the car running a few weeks ago. Ran it for ~20 seconds (block didn't have any coolant in it)

while working on the car i had the ECU laying in the battery tray area, shifted it and the case touched 12v for a second, popped the ecu. I got another red label 413 from a friend, DME is NOT tested

Now I'm stuck with a no start. my grounds are good, ECU is grounded. I have spark.
My problem is I'm not getting fuel, the injectors are not opening to inject fuel. The fuel pump does NOT prime when i turn the key(does this mean the ECU is not powering up?), however the fuel pump DOES run when the engine is cranking (i can hear it)

The engine was running with the same setup, the CPS is new, no blown fuses. Fusible link is NOT blown
I don't currently have a CEL hooked up. How can I check if the ECU is powering up? I suspect the relay that provides power to the Ecu is blown, or the wiring is shorted.

    Any advice is appreciated.

Do you have spark? Can you hear the ICV hum? Im guessing your DME isn't getting power.

I have spark, ICV is humming when I turn the key. Fuel pump does not prime however.

Does the e36 manual have a ECU trouble shooting guide? You should be able to use a multimeter to test if the ECU is working by bridging the correct ECU pins. I dont know the correct pins to test on the ECU though.

Try and find something like this for your ECU.
Where and how to access ECU: I have tried to illustrate where and how to access the ECU, it is in the glove box compartment. To access it open your glove box and undo the two screws holding the plastic cover that is at the "ceiling" of the glove box compartment, under there you will

You can test both injector banks (1/3/5, 2/4/6) and ECU power and ground at the ECU.
