need help ... car running rich

I've been trying to smog the car through the CA smog referee, and between smog tests, (1month apart, both of which I failed) the car became very rich without any changes, except for a new catalytic converter and a new 02 sensor. No CEL.

I tested the fuel pressure regulator, and it read 44psi at idle, 55psi with the vacuum hose removed. I'm using a obd1 fuel rail with obd2 21.5lb injectors. The Bentley rated the obd1 regulator at 44psi, but also mentioned that idle fuel pressure should be 0.4-0.7bar lower than rated pressure.

I checked the wiring on the 02, and it fluctuated around 0-1V.

Could my sudden increase in fuel be caused by a faulty regulator? Any ideas? My gas mileage isn't what it used to be...

I do know that a bad regulator will severely impact your a/f and your consumption. I had a faulty one once, and it definitely made it's presence known.

Do you run a foam or K&N type air filter, and did you recently reoil it? The oil from these filters can foul the HFM, causing it to report bogus amounts of air. You can clean the HFM with CRC Mass Air Flow Sensor Cleaner. Clean it anyway, might as well remove that from the possible list of suspects.

Forgot to mention I did clean the HFM with that exact same product. I should test the HFM resistance regardless to check it off the list of possibilities

no check engine light. Are there codes that won't trigger a CEL?

Injectors were cleaned and blueprinted prior to the swap.
