Strange idle surge please help have video

So I occasionally get a stall and idle surge problem on my obd1 m52 and it seams really random and not triggered by anything other than me turning off the car. It runs and drives fine and after I've parked and comeback to car it sometimes just stalls when I start it and won't idle unless I unplug icv or vacuum port I've cleaned and tried a second icv and no change to problem there don't seem to be vacuum leaks and car ran and idled great all day yesterday and most of today. https://vimeo.com/127566633
