So I know the m52tub28 has an aluminum block with a duel vanos. My question is can a standard M52b28 head fit on the m52tub28 aluminum block. I did a little looking around and didn't really come up with much. Sorry if it is a stupid question I just can't find an answer.

No. There are Alum M52 single vanos blocks though. Rare from Z3.
