I got it started (sort of)

After looking and testing everything, I figure I would check to see how the main relay worked. I had an extra main relay, so I popped the plastic cover to see what is inside and how it worked. I touched some contact, that energized the ICV and it began buzzing. I tried starting the car and she fired right up. The only problem is, it revs really high so I turned it off.

Could the Icv be stuck open?

    More testing tonight:-)

      Thanks.

If the icv is faulty, would it make the car not start?

yes, your right if it won't open. I think mine is stuck open. When the car fires up, it revs really high and i just turn it off.

The main relay has a diagram on the side

              use it

85 and 86 are the trigger wires

              30 is power

and 87 is the switched part

                  30 has 12v

87, I did a continuity test to ground, just like the bently says and nothin.
                  It does measure 12v though.
