I went to look at an iX a guy near me is selling. Unfortunately by the time we could get together it was getting pretty dark. I noticed a hole right through the (rail?) I’ve arrowed in the attached photo. Is that a frame rail? Never had an e30, mostly body on frame trucks so I’m not sure how integral this is. Thanks and sorry for the far less advanced question than most of the ones I see on here.

That's a front frame rail. It is very structural, but a small hole there may or may not be an issue. If it's a rot hole and rust extends into the rail, it is slightly concerning. If it's a cleanly punched hole, not as much.
I'm S50 swapping an e30 for a friend and the car is admittedly too far gone. The frame rail is gone under the lollipop (front control arm bushing mount), but it can be fixed. The car has sentimental value and that's the only reason I'm doing the work.
Either way, if the rust (if present) is found to be of concern and removable, I'd recommend cutting it out and welding in new metal if you're intent on keeping the car awhile. IX's should be saved, they're great in the snow and I'd love to find one.
