325IX never gets beyond 4500 rpm

I know some E30 (325e) have a low redline around 4500... but why would my IX never seem to go above 4500? (Automatic). I was thinking maybe it is the throttle cable that is not opening throttle all the way?

Of note, even if I am on the highway and the car is sub 2500 rpm if I floor it, it will rarely, if ever, kick down from 4th to even 3rd.

Any ideas? Is this normal IX behavior?

Let me clarify a little. I can put the AT in 1st and it will hit the redline. But if I leave it in D, floor it, first will shift somewhere around 3000 rpm. And Second will hold til about 4500 rpm.

Anyone with a AT IX that can tell me what your shift points are?
