So when I bought my track car it came with some body damage, but no frame damage.

I can bang out the rear to get a replacement panel to line up, and if I ever want the rear to look pretty I will just buy an apron. The problem is that the side creased damage above the fender is really hard to bang out. It extends all the way below the bumper so it makes it difficult to seat the bumper properly. At least I don't have the bumper flopping around on track though.
So assuming I go to the junkyard and sawzall something like item 16 above, and I do all the prep work, anyone have a rough idea how much it would cost to get someone to weld in a replacement and grind down all the welds?. I figure after that just order some rattle cans from paintscratch.com and finish it off (it is a track car afterall).
There is only so much bodywork I can do given the fact that I have an HOA and this would probably fall under "extraordinary repair".
