no need to wetsand, if the paint on them is smooth and you just want a color change then just do a once over with 400.
if you want to remove old material or peeling paint etc, then use like 150 first, then go over with 400 -
Yea just rough them up a little so the paint will have something to grab to maybe something like 600 then make sure you get all the dust off, tack cloth is awesome for this. Wet sanding is for smoothing out the paint later maybe something like 1500 or 2000. I wouldn't even bother if they are just going to be daily driven wheels and you did a good job with the spraying.
