putty in lip of rear fenders?

I went to roll my rear fenders and discovered that the lip was full of dirt. The dirt refused to move when encouraged to, so I think that it's putty, undercoating, or some other nastiness. Is that normal, and what's the easiest way to clean it out without bending up the sheetmetal? The stuff is stuck in there pretty good.

heatgun, screwdriver, 2 extra fingers for the ones you burn. Gotta really get under there and if you're lucky it'll come off a few inches at a time. Heat gun helps make it more malliable and less evil.
