VHT nightshades, the spray tint. Can I use a fine grit sandpaper on my highbeams and spray this on the glass? Don't want to find out the hard way.

I did that exact same thing some time ago with my sealed beams. It also had a blue hue too, like a reflection. For those who are trying to picture it in their minds, I´m talking about with the headlights OFF. Mines looked a lot more blueish than your pic. It looked kinda weird. Not bad, just strange. It did not affect light output too bad, at least in my case. Then after some time (a few months) the blue reflection weared off, and now they look just smoked, which I think is very good since it´s the look we were trying to get in the first place. I think I´ll try it on the ellipsoids too.1998 528i auto on staggered DSII

If you're aiming at getting a smoked look without getting ellipsoids and doing it correctly, get a very thin tint film and apply it. There's a member here on r3v that was selling tint films. Not Lamin-X grade/thickness but just enough to get a "smoked look".
I'd suggest doing it right instead of stupid though. Messing with your light output is never a good thing ;)Need a part? PM me.
