seriously, how long do you plan on having this car for? if it really bothers you grind it down, see how far the rust has spread, cut that metal out weld in a new peice and get it painted. but you probably wont eliminate the problem this would be more of a band-aid that will eventually come off.E30 Project in progress......

As a temporary fix you can grind it out with 24 grit, dent it in a little, & cover it with "All Metal" or "Metal to Metal" (brand names). They're like bondo but harder. For a permanent fix you need to cut out all affected metal & weld in new. I doubt that will include an entire top panel...
