Fixing license plate light rust?

How tough is it to fix rust around the license plate lights?

It's not too bad, but it is a little bubbly.

In that area, it's common for the entire panel inside to be rusty as well.
I suggest you pull the rear bootliner and peek around with a torch to make sure the innards are OK too.
