Rear bumper question and license plate lights

Anyone have any idea if this part of the rear bumper can be replaced? I haven't found any information about it. I want to take of the rust:




and also rust is building up behind my license plate lights and was wondering if i need to get the whole rear clip to replace or if i could get away with a body shop just cutting and rewelding?

I think that part is part of the rear clip not the bumper

Yeah that's the rear valance not the bumper. Metal needs to be cut out & a new piece welded in.
The other appears to be able to be sandblasted & re-painted (no rust-through). You need to pull the tag lights to make sure.

Yeah i meant valence the bumper is above what i circled. So i would have to get a new clip then? Would that be part #2 in the diagram?

Your best/cheapest bet would be to cut out a section off a junkyard car.
