Bumper Fitment

I took off my rear bumper (plastic bumper) and now when I treid to put it back on it seemed impossible. Anyone else have this problem? The best reason I can find is that the metal bracket on the bumper itself is too tight to fit over the bumper shocks (where the bolts go through). Any solutions?

EDIT: I figured it out, the shocks have a tab that needed bending back so they could slide over.
