I have a little surface rust between those two body pieces, and it's creeping out. Is there some way to remove that lower trim piece so I can get in there w/ sandpaper?
Will just sandpaper + touchup paint do it?

You will have to pull the bumpers completely off the car to get to that area. Sanding and touch-up paint will help keep it from rusting, but the rust will come back. This is the cheap option.
The expensive and best way to fix it and stop it from spreading is pull the bumper and then take it to a body shop to have it resprayed.
pull the bumper, remove the trim. Sand it down and put some "converter" (it is rust neutralizer - eastwood sells it) on it and then prep and repaint it.
