What Lip is this?

Like the title says, also how is it mounted? that valence piece looks interesting.

Looks stock. It mounts with screws.

to what? I used to have (i guess) the small Ilip but that was stolen. theres more screws then there are feasible mounting points.

The valence is a '86-'87 euro valence, the lip is a stock euro lip for that valence, it is normally black and most have vents in them, but that one has been painted body color.

People actually have mounted them to late model valances. Needs some trimming though I believe.
