yes, everything circled is one piece. do a search on here for valance removal, theres a picture showing you where its mounted, 8 spots i think.

I know how to remove the valence, as it's off of my car. I'm trying to ask if you could remove the top piece from the bottom.

No you can not. Only the 84-85 valances were 2 piece.
