Removing the Black from the Skirt Area

I have seen plenty of e30's with same color paint as the rest of the body on the Skirt Area of the vehicle. At first I thought that it was just a section repaint to match but the last time I was washing my car I noticed that there was color under neath.

Does anyone know of a good way to remove this overcoat effectively. Or do people normally sand this area down and repaint it?

There is a color coat underneath, but I think that people generally sand (actually scrape) it off and repaint it.
