1987 IS front mtech valance how to repair?

How to repair the front valance? I want to know what kind of material it is, and how to best strip the paint and sand and prime and paint.

They are ABS plastic. Unless the paint is peeling or something odd, you won't need to strip it all off. A light sand of everything is all you need for primer/paint to stick. Feather out any chips so there isn't a hard edge, then just primer and paint. You may need to primer multiple times, sanding in between coats to get everything flat and smooth.
