You need the mtech ones. The valence sits on the outside of the chrome bumper, so the impact strip needs to be deeper on the top than the bottom to touch the chrome bumper.
Similarly, 13 and 14 have different profiles to fit the mtech's size.

I have one in front of me assembled, and one bare valance.... BRB.
16 is too many, some of those holes use the impact strip clips, some use the bolt/nut combo. For some strange reason, mine is only held together using the impact strip clips, and not the bolt/nut combos...
If wanting to do it on the cheaper, you should be able to use the non-mtech rear sides (13 & 14) with some modification. If you use the non-mtech bumper strip, it will end up an inch or so short and not fit snug against the bumper. It will look like poo.
The clips are for use with the non mtech rear skirt (clip molding to bumper). The clips won't work correctly with the valance between the bumper and molding because the valance holes aren't sized to use the clips. You did right getting the bolts and nuts.
