plastic front bumper

it looks like the front plastic bumper sticks out too far. and it looks like others are tucked a little bit, maybe like an inch or so. Is this true? are they compressing the shock behind the bumper? is there a shock? do i just drill a hole in the shock and let the fluid drain and then compress the shock?

If you try to drill the shocks and compress them, the sides of the bumper will be sticking into the wheel well.
