Front Bumper Removal From HELL!

So, I am replacing my rusted out front fenders. I have a one piece front bumper. The mounting bolts of the bumper are rust-welded in place. Short of drilling them out and dealing with that headache, is there a way to remove the bumper?

And the good news continues!!! I attempted to remove the front bumper. One mounting bolt snapped the head off, the other just spins. I need to remove this bumper. How!!!
