Body work help. DAP Auto/Marine Sealant for weld seam?

Hey guys, so i'm doing a late mode conversion, and will be welding late model valance on to my car this sunday. But i'm a bit not sure what exactly to do after the welding is done. I was thinking to paint it with the rust-oleum rust reformer thing first and then apply a seam sealer. But then i was reading some stuff and people say to apply primer as well... I was wondering, since i have some little surface rust on the shock area of the valance, if the primer would be a good idea, as i'm a bit afraid it will just start rusting under the primer... And also what sealant to use? I have some DAP auto sealant, and was wondering if it will work, or i need something else like bondo auto seam sealer and etc...

new to such bodywork, so sorry if those questions are very basic...

    Thanks.
