    You can fix it but I'd just get a new fender. Seems cheaper and easier.

      What he said. The time it would take to patch that and finish it will be as much as a new fender, and with a new one the rust won't come back in a year.

        It's best to just replace. I would paint the back side of the fender in that area with bed liner.
