Fender attachment?

When I removed the front fender from our '91 318is, it was missing two bolts that attach the fender to the body at the tabs indicated (yellow arrows in attached pic). I tried to figure out what size bolt I needed, but there is no captured nut on the tabs, and nothing indicated in realoem. Can someone tell me how the fender attaches to these tabs?

Look on your fender...

yeah, the nut retainer things are on the fender. the bolts are the same as the rest of the fender bolts.
