You're right the fogs mount directly to the valance. There's also an underbelly panel.

I had an mtech1 but never mounted it - sold it to Aviator. So I'm not 100% sure, but I believe the US valances will interfere with the fogs. You wither modify the US valance or get a euro one with the proper fog light holes.
Mtech1 setups were designed to work with both the original 2 piece euro valance (parts 41331916986 and 41331884353) and the 9/85-9/87 1 piece euro valances (41331933770 or 41331933772).
Top of the mtech1 front spoiler mounts directly to the bumper but you probably know that. Not sure how the sides mount - if it's to the valance then you have your answer. There's also the underbelly bits. I think they sit between the spoiler and the metal valance, so you'll need to come up with something else if you have no metal valance.
James Crivelone (r3v site owner) has a build thread for his mtech1 from '06-'07. There are some pics there. He's definitely using a metal valance.

This is the upper mounting location. If you use the early upper strip, I believe you have to use the lower holes. I cut my us valence and am using that as the upper piece. You have to reshape quite a few little spots if you do it this way. I'm only doing it as the euro upper I got was pretty trashed and rusty.

This thread is awesome. I meant to reply the other day but came back to do so and found my answers already posted. It's nice to have decent informative and knowledgable posts in a thread once in a while.
I have a 137 Alpina valence and was able to find an 84-85 early euro 2 piece AC valence local. I'm still torn if I'm going to like the brake ducts over the cooler cutouts...Leave a comment:

The early one ('83-'85) sweeps back and screws directly to the radiator support. That's the one the 137 Alpina valence mounts to.
The late one ('86-'87) is more vertical and has about 2" standoffs for mounting to the radiator support. The Alpina 147 mounts to this one.
Other lips are also incompatible between the two valences. For example, the Jimmy Hill lip mounts only to the late one, and the Pfeba lip with the shark gills mounts only to the early one.
EDIT: another detail about why the Mtech1 works - the same fogs shown earlier in the thread mount directly to it, without the mounting frames. so the Mtech1 panel sits in front of and pulls away from the metal valance behind it.

not to be a downer, but ECS used to update my delivery date every month for more than a year. I eventually cancelled the order and placed it with another shop, same thing.
