Bumper swap

I'm converting my plastic bumpers to diving boards on my 325i and I cannot remove the bolts holding the impact bar that is underneath the plastic off. All the bolts are stripped . Any thoughts on how to remove these so I can put diving boards on?

Nah haha. I hate plastic bumpers. Diving boards look way better
